    Yes, tex­ting while dri­ving is a safety haz­ard. So is talk­ing on a cell­phone while driving.

    But I am curi­ous how these laws will be drafted. There are plenty of times where traf­fic is at a com­plete stand­still. Per­haps there is an acci­dent ahead, or per­haps there is a train at a rail­road cross­ing and you are sit­ting there for an hour. If the dri­ver whips out a cell­phone dur­ing one of these pauses and starts chat­ting, is this then an oppor­tu­nity for a cop to issue him a ticket?

    Like red-light cam­eras, the ques­tion is, are offi­cials really con­cerned about safety, or are they lick­ing their chops in antic­i­pa­tion of another rev­enue source?
